Germany had been without armed forces since the Wehrmacht was dissolved following World War II. When the Federal Republic of Germany was founded in 1949, it was without a military. Germany remained completely demilitarized and any plans for a German military were forbidden by Allied regulations.
Even the Federal Border Protection Force, a mobile, lightly armed police force of 10,000 men, was only formed in 1951.

As the magazine Wehr und Wirtschaft reported in 1958, a belt carrying frame was developed for the Bundeswehr, which was set up in November 1955, "to which the back luggage, ammunition, NBC protective mask, canteen, folding spade, etc. can be attached." The belt carrying frame presented after the introduction was made entirely of woven belt and was dyed yellow olive. The metal parts were made of aluminum, and upholstery had been sewn on at shoulder height. A major difference to the belt carrying frame M39 lies in the fact that all fastening options between Bundeswehr and Wehrmacht models were not made compatible. Where the older model has eyelets, the Bundeswehr version had hooks and vice versa.
Components of the new type of belt carrying system of the Bundeswehr after 1990 are two double magazine pouches for the G36 or G3 assault rifle, a folding spade pouch and a multi-purpose pouch, as a small combat pouch for command and control equipment and small equipment. Additional pockets were available for the SEM-52 radio. The NBC protective mask bag can also be worn on the belt, but it is still possible to wear it as a shoulder bag thanks to the included strap. The belt carrying system will be supplemented or replaced by the personal "Modular Ballistic Protection and Carrying Equipment" (MOBAST), which will be introduced by the end of 2025.
