LBT-1195A Flotation Harness
The LBT-1195A flotation harness is made after the Israeli Ephod A-10 harness (first ones made in the 70').
LBT started making their version in the late 80'/early 90'.
The earliest one made known is 1991 dated,there might be an even earlier made one , but it's not confirmed.The LBT-1195A was used by US Navy Seals in rifleman or gunner configuration .Its build in flotation panels give comfort but also make it easier to carry the heavy load going through water.
What you have here is a London Bridge Trading "1195-A Israeli Style Flotation Harness". It was made since the early 90's (the earliest photo i've found is 1991) at Seal request. It is heavily inspired from Israeli Ephod Webbing, with the adding of foam on the belt to help flotation/prevent pouches from digging on hips.
This model has slot for alice pouches, but it was also made with sewn pouches (and also variations in the suspenders design are present). Apparently the design was popular, in-fact when the Navy Special Warfare issued its full Molle Kit (MLCS) it retained a similar design, called the H-harness
