Special Operations Forces Personal Equipment Advanced Requirements (SPEAR) Equipment Load Carrying Subsystem (ELCS) one quart canteen covers manufactured by Safariland in Desert Camouflage.
The ELCS is one of the three subsystems that can be worn independently, as a total system, or in multiple configurations to meet mission requirements. The other two subsystems are the Body Armor Load Carriage System (BALCS) and the Backpack (UM21) Subsystem.
A complete ELCS set consists of 21 pouches, including this one, and approximately 14 other pieces and cost the government $1,986 (My source is the FY 2008 Supplemental Defense-Wide Appropriation, USSOCOM).
